Encapsulation is not ordinary repainting

No method is maintenance-free in every setting. Even permanent hazard control requires records so future owners and contractors know what remains behind coatings or enclosures.
When RRP applies instead
Many compensated repairs or renovations in pre-1978 housing fall under the EPA Renovation, Repair and Painting program rather than abatement, even when the owner’s practical goal is to make deteriorated areas safe. RRP focuses on lead-safe work practices during renovation; it does not certify that all hazards were permanently eliminated.
Review the EPA RRP program before hiring. Ask the firm whether the project is renovation, interim control, or abatement; which program covers it; which certified individual will direct the work; and what final documentation will be produced.
How to choose a scope
Start with a qualified inspection or risk assessment when the location and present condition of lead paint are uncertain. Then compare scopes using the same assumptions:
- exact components and sides included;
- moisture or substrate repairs required first;
- occupant protection and relocation needs;
- containment, cleaning, and waste handling;
- finish work and restoration;
- clearance or cleaning-verification process;
- ongoing inspection and maintenance duties;
- exclusions and conditions that trigger a change order.
A low quote may exclude substrate repair, finish carpentry, temporary protection, laboratory work, or clearance. Compare the full deliverable rather than a price per square foot detached from the property.
Red flags and records
Avoid dry sanding, open-flame burning, uncontrolled demolition, or a proposal that simply says “seal lead” without identifying the system and surface conditions. Verify current firm and individual credentials at the issuing agency. Keep the assessment, specifications, product data, daily logs when provided, photographs, waste records, occupant notices, final report, and clearance results with the property.

Can I use regular paint to encapsulate lead paint?
